I think they are around even power wise from base but Krillin is a lot more experienced. I'll say Krillin R1, probably Gohan R2 eventually. Gohan honestly, his anger gave him such huge bursts of power his body was pretty much trying to get him to become a super saiyan even way back then. He's got more raw power and at this point his skill shouldn't be that much below Krillin. Krillin, he is formally trained and is far more skilled, considering how he handled th situations with the Ginyu Force and Frieza respectively, he's far better equipped in a fight than Gohan who relies on anger and power. So keeping up with Recoome for brief moment, is more impressive than getting one-shot by Recoome. At this point for Gohan, it depends on the reason that he's fighting because he doesn't have control of his power yet while he's on Namek.
